Oskian Kouzouian is the Deputy Director of HIV.gov and Project Lead of America’s HIV Epidemic Analysis Dashboard (AHEAD) for the U.S. Department of Health and Human Services (HHS). He is an experienced professional with significant accomplishments in diverse fields that include senior-level positions in the private, non-profit, and federal sectors. Oskian has extensive experience leading and supporting senior managers in high-profile projects in time-sensitive situations and fast-paced environments. In addition, he has substantial experience in healthcare communications using new and emerging media technologies, addressing health disparities, federal IT security requirements, start-up business formation, and non-profit management. Oskian previously served as the Principal and CEO of VentureStarter, a small business consulting firm focused on working with first-time and non-traditional entrepreneurs to develop and grow companies. Prior to working at VentureStarter, he was a Market Analyst at the Telecommunications Development Fund where he was responsible for all aspects of investment management, which included sourcing, vetting, and analyzing potential new investments, representing the firm with select portfolio companies, and monitoring developments in federal telecommunications regulations that impacted investment decisions. Oskian is a dedicated professional focused on fulfilling organizational missions and delivering value. He received his J.D. from the Washington University School of Law and a B.A. from Drew University in Political Science and Russian.
